The first step to addressing the rates of gun violence in this country is to address access to mental health resources. (See Mental Health Reform for more details.) However, we do hold an obligation to legislate honestly the loop holes in our system that allow for firearms to fall into the hands of criminals. We need to require licensing with strict requirements to pass safety courses and receive a mental health screening before approval. We need to require registration of firearms and the transfer of titles even during private sales, just as we do for vehicles. We need to require insurance documentation to off-load the oversight responsibility to the firearm owner, and their insurance company with steep premiums for those who fail to maintain safe and secure firearms.
